
HOME PRESERVATION PROGRAM ACT
UPDATE: HB 5170, introduced in February 2026 in the State House by State Rep. Kevin Olickal to create the Senior Home Preservation Program Act, has been tabled for the remainder of the 2026 legislative session. However, we are stepping up our education and advocacy about the urgent need for home repair as both our population and housing stock age.
We seek to establish a 3-year pilot program known as the Senior Home Preservation Program to provide grants to delegate agencies to provide rehabilitation services to legacy resident low-income senior homeowners to preserve the habitability and safety of their homes. The program will also support training and stipends to expand the home repair workforce. HB 5169 was the accompanying appropriations bill.

Bill Highlights:
· A qualifying household would have: (1) lived in their home (single-family or up to 4 units) for at least 10 years; (2) be headed by someone aged 62 and older or 55 and older with a disability; and (3) have an income at or below 80 percent of the area median.
· Serve older people through a streamlined application process housed by a state agency. This home repair infrastructure would ramp up in strategic parts of Illinois with the ultimate goal of a statewide scope. The total appropriation would be $22 million over 3 years.
· Trusted delegate agencies will use staff or contractors to provide up to $40,000 of repairs per home.
· Will provide support for training and stipends to expand the home repair workforce.
